III. COMMENTS -COMPLIANCE <br />Below aze comments on the inspection. The comments include discussion of observations made during the <br />inspection. Comments also describe any enforcement actions taken during the inspection and the facts or <br />evidence supporting the enforcement action. <br />This was a complete inspection of the Seneca II Mine conducted on January 18, 2007 by Mike <br />Boulay of the DRMS. Dennis Jones of Seneca Coal Company was present during the entire <br />inspection. Weather conditions were sunny and cold. With exception of the shop and wazehouse <br />facilities, there was no activity at the mine site during this inspection. <br />Roads <br />Most azeas of the mine site were heavily snow covered, and the majority of the mine site was not <br />accessible due to drifted snow. Road E leading to the PECOCO Pond was plowed up to the <br />turnazound area adjacent to the Wadge Impoundment. All other mine site roads were snow <br />packed. An attempt was made to access the mine site via Road El. The site was inaccessible <br />beyond the Grassy Creek Ranch gate due to drifted snow and icy conditions. Ditches and <br />culverts along the accessible portions of Road E and E 1 were snow covered. <br />Hydrologic Balance <br />Ponds 002, 003, Truck Wash ponds, and the Spill Control Pond were inspected. Ponds 002 and <br />003 were fro2en over and both were dischazging. The Truck Wash ponds were retaining water <br />but not discharging. The Spill Control Pond was not holding water but was snow covered. Pond <br />embankments appeazed stable and no problems were noted at any of these locations. <br />Support Facilities <br />The shop and wazehouse facilities were the only areas cleazed of snow. SCC was in the process <br />of cleaning out and emptying the wazehouse at the newer bone yazd location. The diesel storage <br />tank azea was inspected. These facilities and perimeter areas were maintained and no problems <br />were noted during this inspection. <br />
