III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made during the inspection. Comments <br />also describe any enforcement actions taken during the inspection and the facts or evidence supporting the enforcement action. <br />Sandra White accompanied Byron Walker during all of the inspection. Gary Zulian accompanied White and <br />Walker during the surface facilities part of the inspection. Joe Shoemaker and White accompanied Walker <br />during the subsidence portion of the inspection. Kevin Copeland briefed Walker on the method of drawing <br />permit boundaries and calculations of permit azeas. <br />Items of concern from the previous inspection include revision of page 2.03-37 of the Permit Application <br />Package (PAP) to reflect current practices by the County with regard to the numbering of Routt County <br />Special Use Permits; mine and permit identification signs at points where permit boundaries cross public <br />roads; shaping of the processing waste pile; <br />AVAILABILITY OF RECORDS <br />The description of the permit boundary was checked. A revised permit boundary description is part of the <br />Permit Revision 6 (PR 6) application (pages 2.03-23 through 2.03-24). A proposed decision on PR 6 was <br />issued on May 21, 2004, and is currently in the 30-day public comment period. Copeland explained attd <br />demonstrated on the computer to Walker the method of determining the overall acreage of the permit, based <br />on the revised permit boundary description. <br />SIGNS AND MARKERS <br />Mine and permit identification signs for locations where the permit boundary crossed public roads <br />(determined by the permit legal description of the PR 6 Application) were in the procurement process.
