_.. • <br />(Page 2) <br />MINE ID # OR PROSPECTING ID # M-1981-107 <br />INSPECTION DATE 07/06/00 <br /> <br />INSPECTOR'S INITIALS ESC <br />This was a pre-operation inspection of the Buster Quarries, Permit No. M-1981-107 conducted <br />by Erica Crosby of the Colorado Division of Minerals & Geology. David Buster of ELB Stone, <br />Inc. was present during the inspection. <br />ELB Stone, Inc. filed a complete Amendment Application with the Division on June 13, 2000. <br />The amendment proposes to combine four 110 Permits into the existing 112 Permit, M-81-107. <br />The permits are all under the name ELB Stone, Inc. and are within the same parcel of land <br />owned by Joy Buster & Trust. The amendment will increase the permit area to 173 acres. The <br />Division's decision due date is set for September 11, 2000. To date, no written objections <br />to the application have been filed with the Division. <br />The mine site is located approximately 4 miles north of the Town of Lyons in Larimer County, <br />Colorado. The surface and mineral ownership is owned by Joy Buster & Trust under estate of <br />E. Lounden Buster. The Division inspected the new acreage included in the permit area, and <br />the areas that will eventually be mined. The NE Point is a new addition to the quarry north <br />of the existing operations. A small portion of the NE Point has historically been quarried. <br />New acreage will also be added to the Number 10, Windy Point and the Hotchkiss Quarries. The <br />Division did not see any permanent man made structures on the new areas to be mined, nor <br />within 200 feet of the affected land. A public notification sign was posted at the entrance <br />to the site as required by Rule 1.6.2 (1)(b). <br />The proposed postmining land use is rangeland. Portions of the site have been backfilled and <br />graded. The southwest portion of the Number 10 quarry has been backfilled as well as the <br />south portion of Quarry A. Little topsoil is available for reclamation. If possible, the <br />operator will need to screen out fines to use as a topsoil substitute. Diffuse Knapweed was <br />observed throughout the Buster Quarries and along the access roads. The operator will need <br />to control the spread of noxious weeds by cutting or selected spraying. A weed management <br />plan will need to be included in the amendment application and the plan will need to be <br />implemented immediately.
