III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the inspection <br />and the facts or evidence supporting the enforcement action. <br />This was an aerial inspection, flown on January 30, 2000. The aerial pictures were reviewed on <br />February 8, 2000. No problems with compliance were observed during the overflight. There was still <br />some snow on the ground, especially at the higher elevations. <br />Roads <br />The road at the West Portal was snow covered but appeazed to be passable. The mine site roads were <br />mostly cleaz of snow. All appeazed to be passable. <br />Facilities <br />There were no problems observed at the facilities for the mine site, train loadout and West Portal area. <br />No trains were being loaded at the time of the overflight. There were no problems with fugitive dust. <br />Hvdrolog_v <br />There was a fair amount office-covered water in the West Portal pond, the West Ridge waste pile pond. <br />There appeazed to be a little ice-covered water in the ROM pile pond and ponds #1 and #2. <br />The silt fence was up at the V6'est Portal bench outslope. The upland diversion ditches at the West <br />Portal and the main mine site appeazed to be functional. There were no signs of erosional gullying <br />anywhere azound the mine site. <br />Slope Stabiliri <br />There were no indications of geotechnical instability at any of the cut and fill azeas. <br />Coal Waste Piles <br />The reclaimed old waste pile and the West Ridge waste pile showed no signs of geotechnical or <br />erosional instability. <br />Topsoil <br />The topsoil stockpile at the West Portal was partially snow covered but no indication of erosional <br />gullying was observed. <br />c:\ms97\bowie 1 \insp0100 <br />
