<br />III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made during <br />the inspection. Comments also describe any enforcement actions taken during the inspection and the <br />facts or evidence supporting the enforcement action. <br />This was a partial inspection of the Carbon Junction Mine for the month of August, 2001. The weather <br />is clear and warm. <br />Signs and Markers: The Mine ID sign is still out of date and requires the correct address ,phone number <br />and point of contact listed. <br />Hydrologic Balance: Both ponds were inspected and appeared stable and were not discharging. The <br />lower pond had a trace of water in it from a recent storm. All culverts were clear and capable of <br />functioning as designed. <br />Excess Sooil and Development Waste :The area of the waste pile that was topsoiled is infested with <br />weeds and requires spraying as well as numerous other spots in the coal permit boundary. <br />General Mine Compliance: The site needs a sustained weed control program.
