EPA assumes that the remainder of the plan <br />provided to EPA in May 2000 is still in effect and only the drawing has changed. EPA finds that <br />several requirements outlined in Part I C.2 of CDPS permit COG-500000 were not represented in <br />the attached drawing or covered in the previously submitted plan. The following outlines the <br />requirements of a SWMP, as outlined in Part I C.2 of CDPS permit COG-500000, followed by <br />deficiencies with RMMA's SWMP in bold. <br />Requirements of a Storm Water Management Plan <br />The plan must identify potential sources of pollution (including sediment) which may <br />reasonably be expected to affect the quality of stormwater discharges associated with the <br />mining activity. SWMP should be updated to indicate that sediment is a potential <br />source of pollution from the quarry. <br />2. The plan must describe and ensure the implementation of best management practices <br />(BMPs) which will be used to reduce the pollutants in stormwater discharges associated <br />with mining activity. stormwater that comes into contact with the active mining area <br />becomes process water. Is stormwater diverted around the mining area and plant <br />areas? How and where is this "clean" stormwater discharged? The current plan <br />seems to indicate that all stormwater entering the quarry property is collected in <br />sediment basins. This would imply that all of the basins would contain process <br />water. This needs to be clarified in the plan. <br />The plan must include a site map which indicates, at a minimum: <br />• Mining site boundaries <br />• Access and haul roads <br />• stormwater outfalls and an outline of the drainage area of each stormwater outfall <br />Not included in the updated site map <br />• An estimate of the direction of flow <br />Not included in the updated site map <br />• Materials handling areas <br />• Each existing structural control measure to reduce pollutants in stormwater runoff <br />• Areas used for storage or disposal of overburden, materials, soils or wastes <br />Growth materials stock piles are identified, but overburden, material and <br />wastes are not identified <br />• Area used for mineral milling and processing <br />• Springs, streams, wetlands and other surface waters <br />No surface water identified on updated site map <br />• Location of mine drainage or any other process water <br />Not included in the updated site map <br />• Boundary of tributary azea that is subject to eRluent limitations <br />• Date map was prepared <br />
