In order to maintain a straight line for the :surface conveyor, <br />a corridor of new affected land will have to be permitted. This corridor of new affected <br />land is on public land administered by the United States Forest Service; ('limax Molybdenum <br />Company is in the process of conducting an Environmental Assessment of the: new corridor in <br />order to obtain a special use permit from the Forest Service. <br />The new conveyor corridor is west-southwest of the existing rail line, and has been staked <br />on the ground. Observations were made along the length of the proposed conveyor route. <br />There is approximately 300 feet of relief along the route which is in a l.odgepole/spruce- <br />fir/aspen forest. As access road will be constructed along the conveyor f'.rom both ends of <br />the new affected land, but will terminate from both directions at the wide ;swath of wetlands <br />associated with the East Branch of Ute Creek that must be crossed by th=_ conveyor. The <br />primary environmental/reclamation issues associated with construction of the conveyor through <br />the new area of affected land are minimization of wetland disturbance alcng the route and <br />topsoil segregation and preservation during construction. <br />An amendment to the Henderson Mine and Mill permit will have to be aF>proved prior to <br />disturbance outside of the currently permitted area of affected land. The following issues <br />need to be addressed in the amendment application: <br />1. An accurate map of the affected lands must be provided. The map is to be prepared at a <br />scale that is appropriate to clearly show all elements that are required to be delineated by <br />the Mined Land Reclamation Act and the Regulations. Due to the large area :involved, the map <br />scale requirements of Rule 6.2.1 (e) do not necessarily have to be followed, as long as the <br />map provided is legible. <br />2. A description of the site preparation and earthwork required to facilitate installation <br />of the conveyor, including: a) clearing and grubbing, including a statement•~f the beneficial <br />use(s) to which the existing vegetation will be put; b) topsoil salvage and preservation; c) <br />estimates of cut and fill volumes, approximate locations of significant cuts and fills, and <br />a specification for maximum gradient for cut and fill slopes; d) a description and location <br />for the access roads to be constructed in support of the conveyor. <br />3. A description of storm water controls to be employed in association with the conveyor <br />project to prevent siltation to nearby streams. <br />4. A reclamation plan for the new affected land to include a description of each of the <br />following: a) conveyor demolition and removal; b) final grading - specification of maximum <br />anticipated slope gradient and a plan for compaction of backfill to ensure stability; c) <br />topsoiling - specify range of depths for those areas where topsoil will be replaced and a <br />description of the measures to be taken to assure stability of replaced topsoil on graded <br />slopes; d) specify types, mixtures, quantities, and expected time(s) of seeding and planting; <br />e) if applicable, specify types, mixtures, quantities and time of application of any soil; <br />amendments; f) specify types of trees and shrubs to be planted, including cuantities, size, <br />and location. <br />5. A description of wildlife resources on the affected land with a description of the <br />
