III. COMMENTS -COMPLIANCE <br />Colowyo C-1981-019 <br />13 March 200 <br />Pg 1/5 <br />Below are comments on the inspection. The comments include discussion of observations <br />made during the inspection. Comments also describe any enforcement actions taken during <br />the inspection and the facts or evidence supporting the enforcement action. <br />This was a complete inspection of the Colowyo Mine conducted by Jim Stark of <br />CDMG. The inspection was conducted on 13 and 14 March 2006. Tay Tono~i and <br />Tony Tennyson of CCC accompanied me on different portions of the inspection. The <br />mine was actively mining coal and hauling coal to the Loadout at the time of the <br />inspection. The weather was cold and snowing and the ground was covered with <br />snow. <br />The afternoon of 13 March 2006 was primarily spent discussing CCC's submittal of <br />Technical Revision 63 -anew post-mining topography. The issues discussed were <br />mainly the changes CCC was proposing to the drainage pattern, the drainage <br />density and the need to tie-in the reconstructed drainages to the native drainages. <br />More details can be found in the preliminary adequacy letter for Technical Revision <br />63. <br />CCC also hand delivered the adequacy responses to Technical Revision bl -revised <br />reclamation cost estimate, during the inspection. The box included three binders <br />containing the revised reclamation cost estimate and an envelope containing three <br />copies of the cover letter, page changes and revised pages. <br />Availability of Records: The records were checked on the afternoon of 13 March 2006 <br />and the blasting records were checked on the afternoon of 14 March 2006. All of the <br />necessary records were available at the mine office. See the "DMG Availability of <br />Records" form at the end of this inspection for more details. See also the Blasting <br />heading for more details regarding the blasting records. <br />Roads: -The access road and haul road to the Gossard Loadout is a paved road. <br />The road was well maintained and in good condition. <br />-The light-use road to the West Pit and East Taylor ponds was inaccessible due to <br />snow at the time of the inspection. <br />-The haul roads in the East and West pit areas were all well maintained and stable at <br />the time of the inspection. No erosional problems were noted on these roads. <br />- The light-use roads around the Gossard Loadout and to the rail loop were all well <br />maintained and in good condition. <br />Hydrologic Balance: -Sump 2 contained water several feet below the top at the time <br />of the inspection. The sump was stable at the time of the inspection. <br />-Sump 3 was almost dry at the time of the inspection (it appeared to contain only a <br />small pool of water covered with snow). The sump was stable at the time of the <br />inspection. <br />
