1 ~~ <br />~•-. <br />Trapper Mine, Permit C81-010 <br />Phase II Bond Release Inspection, Application SL-3 <br />November 7, 2001 <br />8:15 am - 12:30 pm <br />Weather: Cool and dry at start, becoming colder; freezing rain <br />last 15 minutes. <br />Participants: Forrest Luke, Trapper <br />Janet Binns, Colo DMG <br />Randal Pair, OSM/WRCC <br />BLM (Rob Ernst) notified, but did not participate <br />This bond release application is on a small part of the <br />Trapper mine, near the NW corner. Both the surface and the <br />mineral are owned by the State of Colorado. The postmining <br />land use of this section is cropland (hay crop); a reference <br />area is located just N of the affected area. <br />The field inspection began near the NW corner of the <br />application area we proceeded by foot generally counter- <br />clockwise through the release area. <br />The hay on both the reclaimed area and the reference area <br />had been harvested, with little regrowth having occurred. A <br />few steeper slopes had not been harvested. Near the W end <br />there were areas of repaired settlement scarps along the <br />highwall, much less than 1 acre in total, One erosion rill <br />was observed along the N edge of the area, but it was stable <br />and was not headcutting. DMG had previously verified topsoil <br />replacement depths, so this was not observed during this <br />inspection. <br />No problems were observed relative to Phase II <br />requirements. As noted above, this is State land, and BLM did <br />not participate in this inspection. <br />In response to the public notice of bond release <br />application, both DMG and Trapper had received a comment from <br />an adjoining landowner about loss of water from a spring. Ms <br />Binns and i decided that this complaint would not apply <br />specifically to the area in question, and would not <br />specifically address Phase II requirements. Therefore we <br />decided that DMG would handle this comment separately as a <br />citizen complaint. <br />
