(Page 2) <br />MINE ID # OR PROSPECTING ID # M-1995-034 <br />INSPECTION DATE 6/15/06 INSPECTOR'S INITIALS RCO <br />OBSERVATIONS <br />This inspection was performed by the Division as part of its monitoring of Construction Materials 112c permits. The operator <br />was contacted about the scheduled inspection. The operator's representative named on page one was present during the <br />inspection. The site was active at the time of the inspection: a loader was in the pit, loading haul trucks that left the site. <br />The required permit ID sign was posted at the NW entrance gate to the site. The corner markers (steel T-posts) are in place <br />also. There is a substantial amount of room to expand the pit to the N and the S, and especially to the E. The W highwall is <br />vertical, and is approaching the W boundary. Sufficient setback distance should be left unmined to allow for cut and fill slope <br />reduction. <br />The S highwall was sloped to its reclamation gradient when it was last mined. It has not been disturbed for several years, and <br />some natural revegetation (primarily greasewood) is becoming established. Greasewood is predominant on the surrounding <br />undisturbed land. The operator has not seeded any of the disturbed areas on the site. Portions of the E and N highwall have <br />also been graded down to 3:1. The N highwall is the active area of excavation, and is limited to removal of material that has <br />sloughed to the toe of the highwall. The operator indicated the large population of bank swallows that were currently nesting in <br />the vertical part of the N highwall, which are being avoided by the operator while the birds are there. <br />The vertical part of the W highwall contains prehistoric lake sediment layers that have interested geologists from the Colo <br />Geological Survey. Reclamation grading could obscure those features. In order to retain the value of such exposed layers, the <br />operator may wish to revise the reclamation plan to keep a portion of that W highwall vertical. Please inquire to this office to <br />discuss revising the reclamation plan. <br />There is no recognizable topsoil, and there is no requirement to salvage any for reclamation. There was none stockpiled on <br />the site. <br />The bond has not been reviewed by this office in several years, and it is time to be recalculated again. The various reclamation <br />tasks were identified and estimated during the inspection. It was agreed that the approved plan was being followed, but that <br />the operator mayfind areas where some partial or concurrent reclamation could be performed (such as pitfloor revegetation) to <br />realize some relief on the recalculated bond amount. The new figures will be sent to the operator when they are prepared. <br />No further items were observed during the inspection.
