This inspection was conducted in response to a request by the operator, Rex Hiner, regarding the <br />requirements for remediation of the diesel fuel spill reported to the Division of Minerals and Geology (pMG) on <br />December 19, 2002. Present at the inspection were Kate Pickford and Carl Mount, DMG, and Rex Hiner and <br />Sharon Hiner, R. M. Hiner Construction Co., Inc. and Ron Richardson, independent operator at the Greeley Pit. <br />Weather at the time of inspection was clear, windy, and approximately 35 degrees. <br />2. Mr. Hiner indicated that a company named Central Sand, out of Nebraska, is the operation currently <br />conducting operations at the site, and that Central Sand will be in charge of decisions related to clean up of <br />the site. Mr. Richardson also operates at The site and processes material not used by Central Sand. <br />3. The same observations that were made in the first inspection were identified for Mr. Hiner at the site. Mr. <br />Richardson, who conducted the initial remediation at the site, indicated that the area of the spill had been <br />excavated out to about 6 to 8 feet in depth (approximately 2 feet below visible staining) and approximately 2 <br />feet wider than the extent of visible staining of the soil. Mr. Richardson estimated that approximately 3 times <br />the amount of contaminated material was excavated from the site. <br />4. The problems and corrective actions cited in the earlier inspection report of December 20, 2002 still apply for <br />the site. Mr. Hiner and Mr. Richardson discussed options for remediation of the site during the inspection. Mr. <br />Hiner indicated that the proposed remedial action would have to be agreed to by Central Sand prior to <br />remediation of the site. Mr. Hiner and Mr. Richardson discussed the following proposals for remediation: <br />• Covering the stockpile of contaminated material to reduce the affects of precipitation, <br />• Digging 4 to 6 test holes in the area of the spill to determine if any contaminated materials <br />remain at the spill site and whether contamination of groundwater has occurred, <br />• Use of a device that will detect the presence of diesel during excavation of the test holes, <br />• Identifying the proper standards to determine whether any of the material is contaminated, <br />• A commitment to excavate any materials that exceed standards, <br />• A commitment to notify DMG when the test holes will be excavated, <br />• Remediation of the contaminated soil as per the plan submitted to the Colorado Department of <br />Public Health and the Environment (CDPHE). <br />5. Mr. Hiner indicated that the letter outlining remediation of contaminated soils that was sent to CDPHE would <br />be forwarded to DMG for review.
