4 <br />III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the <br />inspection and the facts or evidence supporting the enforcement action. <br />This was a partial inspection of the Marr Mine conducted by Erica Crosby of DMG. No company <br />representative was present during the inspection. The Marr Mine is in reclamation only status. <br />Weather conditions on site were clear and warm. Ground conditions were dry. <br />Signs & Markers The operator needs to post or modify the current sign to include the name, <br />address, and telephone number of the division office where the mining and reclamation permit is <br />filed (Rule 4.30.2131. <br />Roads The roads throughout the Marr Mine were generally in good repair. Road surfaces were <br />dry and little erosion was noted. The road ditch outlet leading to Pond D is slightly down cutting <br />and should be repaired. <br />Hydrologic Balance Pond A contained water, but below the discharge pipe. The outlet of the <br />discharge pipe was dripping, but not enough to collect a sample. The pond embankment was <br />well vegetated and stable. Five ducks were noted in the pond. Pond B also contained water, but <br />below the discharge pipe. Standing water was noted in the outlet flume, indicating recent <br />discharge. The pond embankment was well vegetated and stable. Eight ducks were noted in <br />Pond B. Pond C was dry and the embankment was well vegetated. Pond D contained water <br />below the discharge pipe. A large sediment delta was noted at the pond inlet. The outlet of the <br />discharge pipe was dripping, similar to Pond A. The embankment of Pond D was well vegetated. <br />Pond E contained water, but no recent discharge was noted. Twelve ducks were noted in Pond <br />E. Pond G was dry and the pond embankment and spillways were in good repair. <br />Ditches PD1 and PD2, located in the 720 Pit, were generally in good repair. The erosion control <br />mat lining PD1 is deteriorating with the emergence of vegetation. The ditch appears stable and <br />only small rills were noted. Ditch PD2 erosion control mat is intact, and vegetation has <br />established. A smaller channel has been formed which meanders through the larger constructed <br />channel. The check dams appear functional and are in good repair. Ditches PD-3 and PD-4, <br />located in Pit 1, are in good repair. The channels are not very well defined in Pit t. No <br />downcutting was noted with exception to the outlet of the ditch before it passes under the road <br />culverts. This area should be maintained by the operator. <br />Backfilling & Grading The backfilled and graded slopes of the 720 Pit and Pit 1 showed no signs <br />of erosion or stability concerns. The slopes are well vegetated. <br />Fish & Wildlife A herd of 12 antelope were noted in the drainage bottom of the 720 Pit. Ducks <br />were noted in nearly all sediment ponds. <br />Revegetation Vegetation in the 720 pit was well established and consisted of blue flax, western <br />wheat grass, intermediate wheat grass, yellow sweet clover, Indian ricegrass, yarrow, needle <br />grass, alfalfa, sage and Canadian thistle. Vegetation in Pit 1 consisted mostly of the cover crop. <br />
