Colowyo C-1981-019 <br />20 June 2007 L~ <br />Pg 6/6 <br />Air Resource Protection (cont.): I discussed the Rules regarding fugitive dust and the <br />requirement to keep the area watered at all times to limit fugitive dust to the extent <br />possible. The Kiewit superintendent stated that the water truck was being repaired <br />but was currently at the site. Tay stated that if the water truck was not operating that <br />Kiewit was not to be operating. The Division's position was that this is a one-time <br />incident and that Kiewit has been given adequate warning regarding the need for <br />watering to limit fugitive dust to the extent possible. Any further problems with fugitive <br />dust at the Kiewit project will result in the issuance of a Notice of Violation. <br />Excess Spoil: -The reclaimed portions of the West Pit spoil pile were well vegetated <br />and appeared to be stable at the time of the inspection. Runoff from this portion of <br />the pile goes into the West Pit pond. No erosional problems were noted of the pile at <br />the time of the inspection. The upper portion of the pile is truck-dumped spoil. This <br />part of the pile appeared to be stable at the time of the inspection. The reclamation <br />plan calls for the top 75 feet of this pile to be hauled to the West Pit to achieve AOC. <br />- The Streeter fill was appeared to be stable at the time of the inspection. No <br />erosional problems were noted on the fill. This pile has gone through a Phase II bond <br />release. The fill was well vegetated at the time of the inspection. <br />Highwall Miner: -The highwall miner has demobed from the site. No further highwall <br />mining is planned at the Colowyo Mine at this time. <br />Overall, the operations and reclamation at the Colowyo Mine are being conducted <br />in accordance with the approved plans contained within the PAP. The operation is <br />doing a good job ensuring compliance with all of the Rules. <br />
