2 <br />Z <br />III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the <br />inspection and the facts or evidence supporting the enforcement action. <br />This was a partial inspection based on an aerial inspection. The tlight occurred on <br />February 23, (999. The photograph was taken with a digital camera. The digital <br />photograph was examined on February 25, 1999. No problems were observed during the <br />overflight. There was no snow on site. <br />Roads <br />The main haul road was dry and in excellent shape. The light use road appeared to be <br />passable. No coal was seen on the roads: <br />Hvdrolo_w <br />There appeared to be some water in sedimentation pond No. 1. It was not clear what the <br />water level was in the pond or whether the pond was discharging. The pond embankment <br />appeared to be stable. <br />Facilities <br />There were about 20 to 25 railcars at the loadout. There was no coal observed offsite.
