III. COMMENTS -COMPLIANCE
Below are comments on the inspection. The comments include discussion of observations made
during the inspection. Comments also describe any enforcement actions taken during the inspection
and the facts or evidence supporting the enforcement action.
Backfill and Grading (Cont'dl
Extent of rill and gully repair work was difficult to discern from the images. One gully location described
previously along the steep reclaimed road segment in the upper 006 watershed, southeast of the aspen
testplots appears to have not yet been repaired. As noted previously, water bars along the reclaimed
road segment had breached, causing a gully to form.
To soil
Topsoiling operations were continuing in various locations. A major portion of the graded area in the Wolf Creek
mine block still remains to be topsoiled. Topsoiling is nearing completion in the 017 watershed (a portion of the
steep south facing slope near the west end of the area remains to be completed), has been completed in the
South Leg Wadge Pit south of Stock Pond T-27, and in the North Leg Wadge Pit. Topsoiling was in progress
and nearing completion in lower portions of the 016 watershed, in the vicinity of the aspen establishment site in
that locations. Since the previous inspection, topsoiling had been completed along most of the reduced Haul
Road "J", with only short sections along the curve in the middle segment of the road, and the end segment near
the 016/016A ponds still to be topsoiled.
Reve~c elation
Drill seeding appears to have recently been completed on the topsoiled slopes of the North Leg Wadge Pit, the
areas affected by regrading above the ridgeline slide area, and recently topsoiled areas in the 017 watershed
south of the main permanent channel.
The new aspen establishment area in the lower 016 watershed has been fenced (or at least the posts have been
placed). It could not be determined whether shrub and tree planting had been conducted within the area.
4
