In your report you
have listed 3 problems or possible violations that need to be
addresses in the near future. In this letter I will address the
first of those concerns, the alleged ground water exposure
problem. I will respond to the other two items under separate
cover.
The pond noted in the inspection report is one of the water re-
circulation wash ponds used by the concrete batch plant operator
to recover and reuse water associated with the batching opera-
tions. Two pits were dug into the shale bedrock, ready-mix truck
are washed out into one and eventually the excess water flows
into the second pond. The fines settle out in this pond and
makes the water usable in the _batching process. When excavated,
the holes did not fill with water and it was not until truck
washing began that the pond began to fill with water. Some may
have come from storm events but most is a result of the truck
washing operations. Therefore this pond is very much like a
reservoir and does not intercept ground water.
To confirm this test hole was excavated approximately 8 feet west
of the water filled pond noted in your inspection report to see
if groundwater was encountered. This test hole was dug to 4 feet
deep, the approximate bottom of the wash pond and photos were
_-;.~ -- ~~, s-~.~_~
