III. COMMENTS -COMPLIANCE <br />Below aze comments on the inspection. The comments include discussion of observations made during the <br />inspection. Comments also describe any enforcement actions taken during the inspection and the facts or <br />evidence supporting the enforcement action. <br />This was a complete inspection of the Seneca II Mine conducted on December 6 and 7, 2006 by <br />Mike Boulay of the DRMS. Roy Kazo of Seneca Coal Company (SCC) was present during the <br />inspection. Weather conditions were sunny and cold. The majority of the mine site was snow <br />covered. The only activity at the site during the inspection was at the facilities azea. <br />Availability of Records <br />All required records were on file and available for review at the Seneca II Mine office. Please <br />see the attached records checklist at the end of this inspection report. The public copy of the <br />permit application and revisions was inspected at the Hayden Public Library and all required <br />information was available for public inspection. <br />Roads <br />The permanent road accessing the mine site (Road E 1) had not been bladed or plowed. Road E <br />to the Pecoco Pond was bladed up to the diesel storage area. The majority of the mine site was <br />not accessible due to drifted snow and snow packed road conditions. <br />Hvdrologic Balance <br />Site sedimentation ponds 002, 003, and the Truck Wash Ponds were inspected. The surface of <br />Ponds 002 and 003 were mostly frozen over. Both of these ponds were full, and dischazging a <br />small amount of cleaz water. The Truck Wash Ponds were frozen at the surface and both <br />retaining water but not discharging. No problems were noted at any of these pond locations. <br />Support Facilities <br />The two boneyazds and the facilities azea were the only locations that had been cleaned of snow <br />and were the only locations accessible during this inspection. Perimeter azeas at these site <br />locations were well maintained and no problems were noted during this inspection. Most of the <br />Old Boneyazd location has been cleaned up. Only a small amount of trash is remaining to be <br />picked up. The Old Boneyard azea will be fully reclaimed next spring. <br />
