.a ~. <br />/' <br />MINE ID # OR PROSPECTING ID #~ M-61-057 <br />INSPECTION DATE 11/11/98 <br />(Page 2) <br />INSPECTOR'S INITIALS ESC <br />This was an inspection of the Sprague- Red Lyons Permit conducted by Erica Crosby of the <br />Colorado Division of Mineral: and Geology. The inspection was conducted in response to an <br />anonymous citizen complaint letter received by the Division on October 13, 1998. The letter <br />(signed by Concerned) states the following; <br />" We are concerned that Neil Sprague is not staying within the rules for mining his Quarries. <br />He is pushing the topsoil anti rock over the edge into a very nice canyon. This is defacing <br />the land. Also he has never saved any topsoil for reclamation. We would like to see some <br />reclamation done. Everyone is tired of the eyesore that the quarries create. The need to <br />haul in topsoil and replant. He has 3 quarries and an X marks the one they are pushing dirt <br />and rock over the edge. These quarries are in Boulder County above the Town of Lyons." <br />Neil and Judy Sprague were provided a copy of the anonymous citizen complaint letter. The <br />Sprague- Red Lyons Mine contains three separate quarries. Quarry #1 is the most northerly <br />site and is roughly 5 acres i.n size. Quarry #2 is located southwest of quarry #1 and is <br />roughly 1.7 acres in size. Quarry #3 is located to the south of quarry #1 and quarry #2 and <br />is roughly 3 acres in size. 7'he quarry noted in the citizen complaint letter is quarry #2. <br />Large rocks and overburden have been placed to the west of Steamboat Valley Road in a small <br />canyon for a distance of 20 to 50 feet. It appears that the material was pushed over the <br />edge of the road. A map was located in the permit file depicting the location of all three <br />quarries. The citizen provi~9ed a small sketch map depicting quarry #2 located east of <br />Steamboat Valley Road. The pa~rmit map locates quarry #2 to the east and west of Steamboat <br />Valley Road. According to the map in the approved permit, a portion of the affected area <br />falls west of the road. <br />The Division was unable to determine if the disturbance falls outside the permit area to the <br />west because boundary markers could not be located. The operator will need to place permit <br />boundary markers along the we:;tern permit boundary of quarry #2 within 30 days of issuance <br />of this report. See problem #1 on page 3. Photographs will also need to be submitted to the <br />Division to verify compliance. The Division will make a determination if the disturbance <br />falls outside the permit area once the markers are installed. A second inspection may be <br />required. <br />The operator should be aware that this area will need to be reclaimed once mining is <br />complete. The permit require:; that all salvageable soil will be saved and stockpiled for <br />future use and replaced to a t.epth of 4" to 6."
