2.05-19). <br />ROADS <br />A wearing surface is about to be placed on the access road to the 18-Right Ventilation Shaft site. <br />A number of outdated or conflicting descriptions had been recognized in the PAP with regard to haul roads <br />(Division Inspection of 28 October 2004). A relocated mine waste disposal Area 1 road is now used as a haul <br />road (see Map 24A, 11/12/96, of the PAP) for coal mine waste from the coal preparation plant to coal waste <br />disposal Area 2. In addition, the spur from this segment to the waste rock storage bin, approved as a part of the <br />processing plant modification (TR-18, 1995), needs to be shown (culverts are shown) on the appropriate maps <br />and included as a spur haul road. These roads, as well as other segments of haul roads, were inspected during <br />the November 18, 2004 inspection. A number of required updates to the PAP were identified, including a <br />redefinition of Haul Road B. The maps and associated text need to be revised or explained accordingly [see <br />Rule 4.03.1(1)(d)]. During this inspection, the relocated mine waste disposal Area 1 road could not be used to <br />haul coal from the tipple area to the truck scales. Coal trucks could not negotiate the changing road locations <br />through the coal storage areas. <br />HYDROLOGIC BALANCE <br />There was about a foot of snow over the site. Sub-zero temperatures had prevailed for some four days before <br />the inspection. Ponds were frozen over, with the exception of the Waste Disposal Area 1 pit. <br />The operator reported that there were dischazges from Ponds B, C, D, and Fish Creek Tipple. Ponds were not <br />inspected during this inspection. <br />No design or demonstration of an appropriate sediment control measure is in the PAP (see page 2.05-79) for <br />the temporary belt structure storage azea (Sheet 1 of 1, Map 24). This area, formerly the West Gate Light Use <br />Road (Map 24A), is currently used for scoria storage. This item was first identified during the inspection of <br />July 12, 2004 [Rules 4.05.2(1), 4.05.2(3)(a), and 4.05.2(3)(b)(i)]. The current plan is to accomplish (in <br />progress) a demonstration for this small area to determine if detention on the surface and rock check dams <br />would be adequate. There was no indication at the time of this inspection that drainage from this disturbed <br />area contributed additional suspended solids above natural conditions to, or did not meet water quality <br />standards of, receiving streams. <br />No design or demonstration of current sediment control measures is in the PAP for the CYCC office azea, but <br />such was found by Twentymile in the former CYCC permit. Extracts of the CYCC permit are to be <br />incorporated into this current Foidel Creek Mine PAP. This item was first identified during the inspection of <br />July 12, 2004 [Rules 4.05.2(1), 4.05.2(3)(a), and 4.05.2(3)(b)(i)]. <br />No design or demonstration of an appropriate sediment control measure is in the PAP for the "Trudy's" comer <br />storage and training area site. This item was first identified during the inspection of July 12, 2004 [Rules <br />4.05.2(1), 4.05.2(3)(a), and 4.05.2(3)(b)(i)], and came about when Pond A, to which this site drains, was <br />removed from the Permit. Preliminary analyses indicated that grass filters for this small area might suffice, <br />and a demonstration (in progress) for such is underway for inclusion in the PAP. This site was not inspected <br />during this inspection. <br />Classification of the water-containing excavation at Waste Disposal Area 1 and the sump associated with the <br />C-1982-056.
