Energy Fuels Mining Co.
P.O. Box 449
Florence, Co. 81226
Phase I,II,III bond release inspection
November 30,1993
Inspector: Edzel R. Pugh
The Burlington Northern Railroad Loadout Area of this permit
was inspected for Phase I, II, and III bond release on
November 30,1993. The weather was sunny, windy and cool. The
State had conducted an inspection previously, so no State or
Company representatives were present. Photos and a video of
the site were taken.
According to Dan Hernandez, Colorado Division of Minerals and
Geology, the City of Trinidad is in the process of making the
loadout part of a sludge disposal area. The approved
postmining land use is for industrial use but would need to be
revised and approved by the Regulatory Authority (RA) for the
more sp.:cific use of sludge disposal. Since an industrial
postmining land use requires that the site be vegetated not
less than that required to prevent erosion, the City would
have to be in the process of applying sludge at this time to
~,~~~.>Tc ~ the requirement for vegetation and qualify for Phase II
bond release. A Notice of Violation (NOV) was issued 6-10.-9.3
for the lack of drainage control. It has been extended to 11-
30-93. The site still had no drainage control in place at the
time of inspection. -Add3tianal3y; a~arge=~rovr~-of earth ----- -- --- ---
remains on the southern end of the loadout area which would
need to be regraded or removed before Phase I bond release can
be granted.
At this time the site is not ready for Phase I, IZ, or III
bond release.
3 ~-3
