. _ ~. <br />III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made during the <br />inspection. Comments also describe any enforcement actions taken during the inspection and the facts or <br />evidence supporting the enforcement action. <br />This partial inspection of the Carbon Junction Coal Mine was conducted by Wally <br />Erickson from the DMG field office in Durango, 484 Turner Drive, Building F, Suite 101, <br />Durango, CO 81301, phone 1970) 247-5469. No individuals associated with the coal <br />mine were contacted, no activities associated with the coal mine were observed. <br />Signs & Markers -Mine identification sign was posted at the mine entrance. Permit <br />boundary markers were observed. Topsoil stockpile signs were posted. <br />Topsoil -Topsoil stockpiles were protected by vegetative cover. Evidence of erosion by <br />drainage or wind was not observed. <br />Roads -Haul roads and access roads were well maintained. Haul road within permit <br />area is asphalt surfaced. Road side drainage ditches and culverts appeared well <br />maintained. New culvert sections were stockpiled beside the triple culvert set, located <br />at the access road to the Ewing Mesa gravel operation and Mutual Use Area (MUA-. <br />An operator with the Ewing Mesa gravel operation indicated that the new culvert <br />sections were to be used to increase the length of the existing culverts to facilitate <br />realignment of the access road to the gravel operation. <br />Backfill & Grading -Recent surface grading had occurred at the rock fill area, located <br />along the east side of the haul road. <br />Hydrologic Balance -Sediment pond 1, located at the south end of the permit area, was <br />dry. Pond bottom and inslopes were well vegetated with grasses. Primary spillway, <br />located at the north end of the pond, was clear of sediment and debris. Vertical riser at <br />spillway inlet was intact. Secondary spillway, located at south end of pond, was well <br />vegetated and stable. Pond inlets were located at NE corner and east side. <br />Sediment pond 2, located along the west side of the permit area, was holding water, <br />water depth estimated at 1', no discharge noted. Rock check dams, located in steep <br />sections of inlet ditches, appeared stable. <br />Support Facilities -Mutual Use Area IMUA- contained numerous vehicles and heavy <br />equipment. Fuel tanks were enclosed by spill containment berm, tanks appeared intact, <br />no evidence of rupture or leakage. <br />
