<br />MINE ID # OR PROSPECTING ID # <br />(Page 21 <br />M-80-143 <br /> <br />INSPECTION DATE 11-17-95 INSPECTOR'S INITIALS SSS <br />OBSERVATIONS <br />This inspection was conducted at the operator's request for the purpose of evaluating the recent regrading and topsoiling efforts <br />before seed and mulch was applied to the area. <br />An area on the southwest corner of the permit area, approximately 300 feet by 225 feet has been regraded to approximately 3:1 <br />slope and topsoiled. S~;veral holes were dug to verify topsoil depth. Topsoil has been replaced to an average of 1 foot depth as <br />required by the reclamation permit. <br />The highwall was still present but the operator indicated that it would be graded to a 3:1 slope for the winter. The bulldozer was <br />on site for this purpose. The operator indicated that an application would be submitted within a week to request that they be <br />allowed to have a highh~all present during operations. This would revise the current requirement to maintain a 3:1 slope at all times. <br />The Division will revise the current reclamation bond estimate to take into account the reclamation performed at the site. If the <br />technical revision to all~>w a highwall is received before December 1, 1995, the reclamation estimate will delayed until a decision <br />on the technical revision is issued. The estimate would then be revised to include the provisions of the technical revision. <br />The application for technical revision should specify the maximum height and length of the highwall to exist on site at any one time. <br />The method to be used to backfill the highwall at reclamation time must also be specified. If backfill with overburden is to be used, <br />then the location of the overburden stockpiles must be shown on a map and an estimate of the volume of those stockpiles should <br />be indicated. <br />Any other revisions to the permit that the operator wishes to make may also be incorporated into this revision as long as sufficient <br />details are provided to ~:larify the revision desired. <br />The mine identification :sign and permit boundary markers are installed and in compliance.
