r~ <br />MINE ID # OR PROSPECTING ID #M-80-244 <br />• INSPECTION DATE 2-25-00 <br />(Page 2) <br />OBSERVATIONS <br /> <br />INSPECTOR'S INITIALS BK_ <br />The Division conducted a teat blast monitor inspection in the Poverty Gulch area on 2-25-00. <br />Present during the test blast were Jim Dille of the Division and Mason Estes of CCBV. CC&V <br />had contacted the Division about the teat blast they were going to conduct above Poverty <br />Gulch, in the area where the furthest expansion of the pit will be under the pending <br />Amendment. The blast teat was being conducted by Matheson Engineering, formerly of Vector <br />Engineering, who conducted a similar survey under Amendment # 7 in the City of Victor. The <br />purpose of the blast was to determine vibration motions and energy that can be detected in <br />the nearest structure to the pit, under the pending Amendment, in the city of Cripple <br />Creek. Three test blasts were shot. While I stood next to the nearest structure in Cripple <br />Creak, Mr Dille and Mason stood around the test blast area. Neither one of us were able to <br />even hear the blast let alone feel the vibration. Since these teat blasts used only 100 lbs. <br />of explosives it is understood why we were unable able to hear the blast or detect the <br />motion. Under normal operating conditions, it ie expected to detect motion due to blast, but <br />is expected to be with in the allowable permit condition. Such a tests will allow the <br />operator to determine scaled distance and weight of explosive in relation to structures. <br />After the teat blast, Mr Mason Hstes, verbally requested a 30 day extension to submit a <br />report regarding the vibrating wire piezometer that was identified ae a possible problem in <br />previous inspection report. The compliance date was March la t, 2000, by which time, CC&V was <br />to identify and explain as to why the piezometers ware reading higher than the allowable 2 <br />feet of hydrostatic head, and propose an alternative to the expansion area that will allow <br />CC&V and the Division to monitor the hydrostatic head in the ore storage area with out <br />encountering similar problems.
