III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the <br />inspection and the facts or evidence supporting the enforcement action. <br />This was a partial inspection of the Coal Ridge Mine conducted by Erica Crosby of DMG. No <br />company representative was present during the inspection. The Coal Ridge Mine is in <br />reclamation only status. Weather conditions on site were clear and warm. Ground conditions <br />were damp. <br />The Division spoke with Peter Matthesis on site. Mr. Matthesis stated that modifications to the <br />ditches are planned in order to provide irrigation to the area inside and outside the permit <br />boundary. The operator needs to determine if any modifications to the permit are necessary <br />based on the work performed by Mr. Matthesis. <br />Roads The road leading into the Coal Ridge Mine was dry and in good repair. Road ditches <br />and culverts were in good repair. <br />Hydrologic Balance The sediment pond was dry, and no recent discharge was noted. <br />Diversion ditches were in good repair. As noted above, modifications to the diversion ditches is <br />ongoing, and may need to be addressed in the permit. <br />Backfilling & Grading The backfilled and graded area showed no signs of instability or erosion. <br />The bench terraces appear stable as well as the portal areas. <br />Revegetation Vegetation was starting to emerge over the reclaimed area. The grasses could <br />not be identified at this point in time. <br />
