III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the inspection <br />and the facts or evidence supporting the enforcement action. <br />This was a partial inspection of the Seneca II Mine conducted on May 15, 2007 by Mike Boulay <br />of the DRMS. There was no representative from Seneca Coal Company (SCC) present during <br />the inspection. Weather conditions were sunny and cool. Ground conditions were dry <br />throughout the majority of the site. There was no activity at the mine site during the inspection. <br />Roads <br />Road surfaces throughout the mine site were dry. Road ditches and road drainage runouts were <br />dry. Road E1 and South Road leading to Pond 004 were significantly rutted in some locations. <br />All other mine site roads were generally in good condition. <br />Hydrolo~ic Balance <br />Sedimentation Ponds 002, 003, 004, and 008 were inspected. All of these ponds were full at the <br />time of the inspection and were discharging clear water. The Pecoco impoundment was full and <br />was discharging to Little Grassy Creek. Pond 008 has a significant algae growth. Pond 004 has <br />some algae but not as bad. The algae at Pond 008 is collecting around the trash rack and <br />beginning to impede the flow of water to the discharge pipe. The trash racks at both Ponds 004 <br />and 008 should be cleared of algae and debris. Otherwise, pond inlets, discharge structures and <br />embankments were in good condition at all site ponds and no other problems were noted. <br />Reclamation Success <br />Vegetation is looking very good this spring. The vegetation including grasses appears green, <br />thick, and well established due to good precipitation in recent months. Erosion in the East <br />Wadge Pit area remains about the same as last fall. There are no new signs of erosion or <br />significant instability at any of the mine site locations inspected. <br />
