<br />INSPECTION REPORT - PAGE 2 <br />FILE NO. M-78-093 <br />DATE: September 11, 1985 <br />OBSERVATIONS OF IMPORTANCE: <br />1. There was no mining activity, equipment or mine personnel on the site <br />during this inspection. <br />2. Recent mining activity was apparent in the operating quarry. Topsoil <br />(overburden) has been salvaged and stockpiled. However, the volume <br />available for reclamation may not be sufficient. In addition, topsoil <br />just above the highwall was not salvaged or was a buffer zone evident <br />between the highwall crest and topsoil salvage zone. Topsoil is <br />approximately 8"-10" in depth, rocky and on moderately steep slopes. <br />See Recommendation No. 1. <br />3. Topsoil at the stockpile area was to be salvaged to depths of 10 to 24 <br />inches. The inspectors did not locate the topsoil stockpile in this <br />area. See Recommendation No. 1. <br />4. The stockpile area as permitted is located at the confluence of two <br />ephemeral drainages. The Division is aware that this area has been <br />previously disturbed as documented in the application. However, the <br />inspectors did note a drainage control, erosion and sediment control <br />problem below and within the stockpile area. See Recommendation No. 2. <br />5. The inspectors did note that road cuts and berms were reseeded and <br />stabilized and well established with vegetation. What seed mix was used <br />to establish this vegetation? <br />6. The road from the quarry to the stockpile area had severe erosion <br />creating a possible sediment problem. See Recommendation No. 2. <br />1. The required annual report has not yet been submitted. The Division <br />would appreciate the opportunity to discuss the above items concerning <br />this site with the operator. See Recommendation No. 3. <br />RECOMMENDATIONS: <br />1. Estimate total volume of topsoil stockpiled in relation to acreage <br />disturbed. Use this information to determine depth of topsoil <br />replacement for final reclamation. Please estimate volumes of both the <br />A and B stockpile locations. Please respond prior to November 1, 1985. <br />2. Drainage control, minimizing erosion and sediment control need to be <br />addressed. Water should be diverted around the stockpile area or the <br />stockpile area should be relocated away from the drainage. A culvert is <br />recommended for the haul road. Erosion on the upper haul road should be <br />controlled by small rock check dams and water bars need to be <br />maintained. Sediment control (rock dam) below the entire site is <br />recommended. Trapped sediment should be disposed in an approved <br />location. Please respond prior to November 1, 1985. <br />
