O. Box 187
Craig, Colorado 81626
RE: Special Focus Inspection Issues At Trapper Mine, Trapper Mine,
Permit No. C-81-010, Trapper Mining, Inc.
Dear Mr. Luke:
The Division would like to take this opportunity to summarize the
progress in resolving the concerns or suggestions that surfaced
during the in-office review of Trapper's permit application, held
during the week of August 26, 1996, and the September 3 and 4, 1996
field inspection at Trapper Mine for this special focus inspection.
The Division is in agreement with Trapper's request to answer all
of these items, except item no. 12 concerning flumes, in the next
Annual Report, which is due by March 15, 1997. This will give
Trapper's hydrology consultant the time to adequately address these
issues in a proper forum. Trapper will be able to answer item no.
12 by the end of December, 1996.
OFFICE REVIEW
1. On page 4-222 of the permit application, OSM believed that two
statements needed clarification. The first statement was "The
baseline data did not adequately define the expected TSS
values from the Trapper Mine drainages." OSM was concerned
that this statement could mean that the Division approved a
permit application without adequate baseline data.
The Division has examined this first issue and believes that
there is no cause for concern. In the paragraph which contains
this sentence, the operator was attempting to explain why
there were three extremely high values of TSS, averaging 20400
mg/1, obtained on March 14, 1980 from water sampling in the No
Name drainage, as shown for site S-5 in Table 4.8-8 on page 4-
