III. COMMENTS -COMPLIANCE ~/'~~/' ~~ ~ ~a~/ / <br />Below are comments on the inspection. The comments include discu P ion~~servation~ sue' <br />made during the inspection. Comments also describe any enforcement actions taken during <br />the inspection and the facts or evidence supporting the enforcement action. <br />This was a partial inspection of the Hayden Gulch Loadout conducted by Jim Stark of <br />CDMG. The loadout is currently in temporary cessation. The weather was warm and <br />clear with a bit of wind and the ground was dry, <br />Signs and Markers: All of the required signs (including the mine ID sign, permit <br />boundary markers, topsoil stockpile markers, etc.) were in good shape and properly <br />displayed. <br />Roads: Haul Road 1, Haul Road 2 and the access road to the office were all dry and <br />appeared to be stable and in good condition. The vegetation that is growing on <br />these roads due to inactivity is beginning to turn green. Access to the loadout is via <br />the Tie-Across-Haul-Road of Seneca Coal Company. This road was well maintained <br />and in good condition. <br />Hvdroloaic Balance: -The loadout truck loop pond (pond 1) contained water about <br />one foot below the discharge pipe. The pond is well vegetated and appeared to be <br />stable and in good condition. The vegetation was beginning to grow and turn <br />green, It did not look like the pond has discharged this year in response to runoff. <br />- The loadout rail loop pond (pond 2) was dry. The pond is well vegetated. The pond <br />appeared to be stable and in good condition as well. <br />-All of the ditches were clear and appeared to be stable. The side slopes of all of <br />the ditches are well vegetated and the vegetation is beginning to grow. <br />- The culverts that run under the facilities area to pond 2 were clean and appeared <br />to be functioning properly. <br />fish & Wildlife: There were signs that deer and elk had been on the site, although <br />none were seen at the time of the inspection. <br />
