III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />duhng the inspection. Comments also describe any enforcement actions taken during the inspection <br />and the facts or evidence supporting the enforcement action. <br />This was an aerial inspection, flown on February 25, 2004. The digital images were reviewed on <br />February 27, 2004. No compliance problems were observed during.the overflight. <br />Hydrology <br />There was a fair amount ofice-covered water in the sediment pond but the level appeazed to be below <br />the level of the primary discharge tube. The pond embankment appeared to be stable. There was water <br />at the discharge level in the Edwazds Mine portal spring treatment pond. <br />Facilities <br />No problems were noted at the entrance road and bridge, nor at the mine office building. <br />Slide <br />The slide just to the west of the Bear No. 3 Mine disturbed azea continues to slowly come down. <br />Cracks in the slump material could be easily seen. <br />Mine Fire <br />Although the north-facing slope was covered in snow, there was a lazge azea azound and above the <br />point where spring water comes out that had no snow. It is possible that this azea has no snow cover <br />because of melting from the heat of an underground fire. The odor of smoldering coal, smoke or steam <br />and high localized surface temperatures have been noted by Division personnel, although no smoke or <br />steam could be seen in these aerial pictures. The Division is in the process of examining this issue of <br />an underground mine fire and whether or not the combustion problem is in the Bear No. 3 Mine or the <br />old Edwards Mine. <br />c:/word/beaz3/insp0204, <br />
