<br />II. Compliance with Colorado Surface Coal Mining Reclamation Act <br />CRS 1973, as amended 34-33-Z01, et. se ., <br />and the <br />Rules and Regulations Issued Pursuant to the Act <br />This includes a Zisting of the particular provisions of the regulatory program which were <br />examined during the course of this inspection, and identifies enforcement actions taken <br />during the inspection for failure to comply with the Rules and Regulations, the Act and <br />the permit. <br />4.02 Sicns and Markers <br />AZI signs and markers at the mine are in compliance. Since no blasting occurs at <br />the mine, blast warning signs are not required at the site. <br />4.03 Roads <br />All haul and access roads were in compliance, dust was minimal. Regrading of cut <br />and fill slopes on the entrance road was accomplished to correct erosion problems. <br />4.05 Hydrologic Balance <br />Ms. Ayres indicated that very heavy rains occured a week earlier. Evidence of run- <br />off was seen at most of the ponds. <br />Ditches and berms were in good condition despite the rain. Pond E was filled with <br />water about 40-60o capacity. This pond does not contain dewatering or spillways. It would <br />be beneficial, as a safeguard, to use this ponded water for dust suppression until proper <br />dewatering is installed. This pond exhibited a pH of 8.5 and specific conductance of <br />550 umhosjcm, suitable for dust suppression. All of the other ponds were dewatered, but had <br />some ponding in the sediment storage area. The contact person for the mine did not know if <br />any of the ponds had discharged recently. The operator must complete pond C by November 3, <br />.Z 981. <br />4.06 Topsoil <br />Topsoil stripping was still being conducted in accordance with stage 2. <br />Proper salvaging, storage, and topsoil buffer zone procedures were being conducted. <br />'lhe berm around the saline-sodic soil was not checked during this inspection, but will be <br />examined at the October inspection. <br />X1.09 Excess Spoil <br />The operator had adequate topsoil buffer zones around the dump. <br />X1.15 Revecetation <br />Road cuts and embankments had been regraded, but reseeding was not evident. Pond <br />embankments and possibly topsoil piles will also need reseeding. <br />l.. 02.9 Availability of Records <br />The opezator had well depth records and water quality reports on file. The latest <br />water quality reports were for 2/3/81, 5/Z/8I and 7/13/81. <br />
