III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made during the <br />inspection. Comments also describe any enforcement actions taken during the inspection and the facts or <br />evidence supporting the enforcement action. <br />This was a partial inspection conducted by Joe Dudash of the Colorado Division of Reclamation, Mining and <br />Safety. No one represented the operator during the field inspection. There had been a snowfall of at least one <br />foot recently. About 4 to 6 inches of snow remained on the ground. <br />West Mine <br />The Stevens Gulch road was recently plowed. The road from Stevens Gulch road to the mine site was plowed <br />only part way to the mine. The entire backfilled and graded site was snow covered and there were no signs of <br />slope instability. The two sediment ponds were covered in snow and the pond embankments did not appear to <br />have any stability problems either. The mine ID sign was up by the road. <br />Run-Of--Mine (ROM) Stock ile <br />The haul road leading to this site was snow covered but it was passable. The sediment pond had only a little <br />frozen water in it. The gated primary discharge valve was closed. The pond and the topsoil stockpile were snow <br />covered. There was no standing water on top of the pile. The mine ID sign was up at the entrance. <br />Well Field <br />This site was snow covered as well. The road leading to the site was plowed. The mine ID sign was up at the <br />entrance. The topsoil stockpile sign was up on the snow covered topsoil stockpile. <br />Hip_hway Coal Stockpile <br />The snow covered cut slopes at this site appeared to be stable. There was only a little frozen snowmelt in the <br />sediment pond. The entrance road was not plowed but was passable and the mine ID sign was up. <br />East Mine <br />The front gate was closed and locked. The mine ID sign was up on the gate and contained the correct <br />information. The paved haul road, access road and light use roads were all snow covered but were passable. All <br />of the benches were snow covered. The bench outslopes face south so the snow was beginning to melt off of <br />them. The cut slopes, including the portal bench highwall, and the fill slopes appeared to be stable. The operator <br />has been dismantling the structures at the electrical substation. <br />The west ridge waste pile was snow covered and appeared to be stable. There was no standing water in the <br />sediment pond. The pond spillways were functional. The otd waste pile also appeared to be stable. "There was <br />only snow in each of the four bin wall ponds. The bin walls appeared to be stable. <br />Unit'1'rain Loadout <br />Demolition work continues on the structures. Some debris is being hauled out by truck. The concrete is being <br />crushed to gravel size for use as road betl inside the t3ow~e No. 2 Mme.
