III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the <br />inspection and the facts or evidence supporting the enforcement action. <br />On March 18, and 19, 1997, William J. Carter from the Division of Minerals and Geology, <br />accompanied by Mark Milner, performed a partial inspection at [he Sanborn Creek Mine (Oxbow <br />Carbon and Minerals). <br />Roads: <br />• The road to the Bear Creek site is again passable in good condition. <br />• Delta County's road up Hubbard Creek continues not to be passable due to rock and mud <br />slides. <br />• All other roads that were used during the inspection appeared in stable condition. <br />Hydrologic Balance: <br />• At the time of the inspection there was a small pond in Bear Creek below the reclaimed <br />mine location due to a natural slide previously discussed in inspection reports. <br />• Both ponds A and B contain water but were not discharging. <br />• The sediment pond at substation #three was dry at the time of the inspection. <br />• According to Mazk Milner, the silt screens in the entry road ditches will be replaced this <br />spring. <br />Slides and Damagg; <br />There appears to be a potential for more natural sliding at the location up Bear Creek. <br />
