III. Comments -Compliance <br />Below are comments on the inspection. The comments include discussion of <br />ooservations made during the inspection. Conments also descriue any <br />enforcement actions taken during the inspection and the facts or evidenre <br />supporting the enforcement action. <br />On December 15 an aerial inspection was conducted at the Bourg Strip Mine. <br />Conditions at the time of the inspection were clear with heavy snow cover. <br />A large format aerial photograph was taken of the site. The Photograph <br />identifred as 12/93 #:03 F:018 was taken at an oblique angle facing east <br />southeast. The entire permit area is in the photograph. The heavy snow cover <br />was deep enough that all grass and shrubs in 95% of the area was totally <br />buried. However, mature shrubs north of Mann draw were partially exposed. <br />The photograph shows that there is recent oil drilling activity just east of the <br />permit boundary as evident from the cleared snow and equipment. Apparently <br />a new well is being drilled adjacent to the existing well. Because of the snow <br />cover and the tow angle of light the contour furrows show up well. The Photo <br />did not show any activity at the mine site. The road to the mine site did not <br />have tire tracks in the snow. <br />
