r ' <br />Kind Coal Mine, pa. 2 <br />The underdrain extension was still exposed at that time, and apparently the surface water <br />runoff generated by this event was managed by the rock-lined diversions and pile <br />configuration without incident, and non-compliant sediment pond discharges did not <br />occur. <br />The only reclamation to date on the pile is on the face of the completed first lift of the <br />pile. This site ispre-law and there was no topsoil salvaged. The permit requires 3.5 feet <br />of cover material on final grade, followed by 6 inches of topsoil. The 3.5 feet of cover <br />material has been placed on the pile outslope, and 6 inches of topsoil material salvaged <br />from areas adjacent to the pile was also placed on the face according to inspection <br />participants prior to seeding (we did not dig cover sampling holes to verify cover depths). <br />There are coal and coal-like materials in this soil cover, and the seeding to date has <br />resulted in only sparse vegetative cover. However, the face does appear stable at this <br />time, and surface water runoff does not flow over the face. Remains of erosion control <br />blankets utilized during initial seeding are evident on the reclaimed face. The current coal <br />stockpile is at the toe of the first lift and slightly encroaching on the reclaimed area. This <br />was discussed during the inspection and needs to be managed by the permittee. <br />Reclamation areas impacted by the coal stockpile will need to be reseeded and stabilized <br />as necessary. <br />The permittee should consider additional reclamation stabilization practices <br />(incorporation of organic materials, wood chips, sewage sludge, etc.; and/or topsoil <br />importation or local borrow areas for suitable topsoil cover materials) to ensure <br />successful vegetation that will fully stabilize final reclamation grades once the pile is <br />completed. <br />This concluded the inspection.
