III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made during <br />the inspection. Comments also describe any enforcement actions taken during the inspection and the <br />facts or evidence supporting the enforcement action. <br />This was a complete inspection of the New Honzon Mine for the month of September, 2003. The purpose <br />of this inspection is to conduct a normal operations and environmental compliance inspection. The <br />weather svgs clear and svarrn <br />AVAILABILITY OF RECORDS: Records were inspected and found to be in compliance. See page 5 of <br />Ihis report for further details. <br />ROADS: Haul roads and the BB and 2700 road detours were inspected and no problems were noted. <br />HYDROLOGIC BALANCE: Mine 2. Pond 7 & 8 had water in them but were not discharging. All ditches <br />and culverts were clear and capable of functioning as designed. Pond 9 was damp. <br />BACKFILL 8 GRADING: B & G was in progress as is normal. No problems were noted. <br />EXPLOSIVES: Records were inspected and found to be in compliance. All blasting procedures are being <br />followed <br />TOPSOIL: Topsoiling is being accomplished with truck and shovel and progresses at a steady rate. <br />GENERAL MINE COMPLIANCE: All areas of this operation continue to be accomplished in an exemplary <br />manner. The mine has "turned the corner" and is now mining towards the west. 2700 road has been shut <br />down and w01 remain closed for about 3 years. <br />RECLAMATION SUCCESS: The mine is bailing lhesecond cutting of alfalfa and production iswell above <br />last year. <br />
