4 <br />III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the <br />inspection and the facts or evidence supporting the enforcement action. <br />This was a partial inspection of the mine site focusing on <br />maintenance issues identified in the previous inspection report, <br />and general mine site compliance. <br />The inspection was conducted by Dan Mathews of the DMG Grand <br />Junction Office, 2148 Broadway ~`C-5, Grand Junction, CO 81503, <br />(970)242-5025. Inspector was accompanied by Michael Altavilla of <br />SCC. The dragline was removing boxcut overburden, and topsoil had <br />been stripped in advance of the pit. Mining operations have not <br />advanced to the point of backfilling and grading within the pit <br />area. Weather was clear and warm, and ground conditions were dry <br />in most areas. <br />Roads Haul roads were generally in good condition. The outslope <br />of Haul Road B just below the mine pit has not yet been graded and <br />seeded, and this work needs to be done as specified in the previous <br />inspection report. The silt fence at Culvert YB-6 outlet has been <br />set in place with rocks to hold down the bottom. It needs to be <br />more securely keyed into the soil, and the top needs to be raised <br />up in one location where accumulated sediment has partially pulled <br />it down. <br />Hydrologic Balance Pond 10 was discharging clear water at the time, <br />of the inspection. Diversion Ditch q2 into Pond 10 appeared to be <br />as described in the previous inspection (essentially a backhoe <br />trench for much of its length). Operator indicated that requested <br />design changes had been made, and the ditch would be regraded in <br />accordance with amended designs. <br />The site of proposed Pond 11 was inspected. Pond construction had <br />not yet been initiated at the time of inspection, but was planned <br />the week of August 25. <br />Backfillinq and Grading Grading of the drainage channel through <br />the area disturbed by construction of the dragline route under the <br />transmission lines has been largely completed, and installation of <br />rock and filter fabric underlines has been initiated. At the time <br />of inspection, approximately 60 feet of the lower channel segment <br />had been rock lined. <br />
