III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken dunng the inspection <br />and the facts or evidence supporting the enforcement action. <br />This was a partial inspection conducted by Kent Gorham of the Colorado Division of Minerals <br />and Geology (CDMG) This former underground mine is reclaimed. Remaining buildings <br />and structures are approved to remain as permanent features. Ground conditions on this <br />day were dry and the weather was hot. During the records inspection of the Southfield Mine, <br />permit # C-81-014, Mr George Patterson gave a copy of the 2004 Annual Reclamation <br />Report for the Raton Creek Mine to be hand carried to the Division office. <br />Revegetation <br />Kent Crofts of IME and his assistant, Aaron, were met on-site late on the morning of June 21, <br />2005. At the time of DMG observation, production plots were being located and clipped. <br />Grasses and fortis were bagged separately. Three clipping plots were randomly located <br />along each random transect. The three randomly selected numbers correspond to the <br />distance measured along the transect. Whether the value was an odd or even number <br />determined which side of the transect the'/. meter circular clipping frame was located. The <br />production value for each transect is derived by the average production of the three plots <br />after drying. If the transect extends beyond the reclaimed area, the transect tape is pulled <br />back until the transect is located entirely on reclaimed ground.
