III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations <br />made during the inspection. Comments also describe any enforcement actions taken during <br />the inspection and the facts or evidence supporting the enforcement action. <br />This aerial inspection was flown on April 13, 2001. The digital images were available on April <br />16, 2001. Due to vacation and work load, the digital images were not reviewed until May 1 I, <br />2001. There were no compliance problems observed during the overflight. <br />Facilities <br />There were twenty rail cars at the loadout for loading. Several more rail cazs were positioned <br />further up the tracks. The public road was not blocked by any rail cars. <br />There was not a ]ot of coal that was stockpiled on the facilities bench. There were several small <br />coal spills down the railroad tracks, apparently from loaded rail cars, and coal that had spilled at <br />the loading point. No coal went offsite. The coal needs to be cleaned up before it gets to be a <br />problem. <br />Roads <br />The paved haul road, the east light use road and the railroad track light use road appeared to be <br />passable. <br />Hydrology <br />There was no water in pond number 1, the east pond. The pond inslopes and outslopes appeared <br />to be stable. There were no signs of erosional instability at the loadout. <br />Topsoil <br />There were no signs of gullying on the topsoil stockpiles. The vegetative cover on the west <br />topsoil stockpile was good. The vegetative cover on the east topsoil stockpile was poor to <br />moderate. <br />c:\rrts97\tetror\insp0401 <br />
