III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the <br />inspection and the facts or evidence supporting the enforcement action. <br />This was a complete inspection of the Carbon Junction Mine for the month of August, 1997. <br />Availability of Records: The records were not inspected at this time due to the unavailability of <br />the mine superitendent. Records will be inspected during the September inspection. <br />Hydrologic Balance: All ditches and ponds were inspected and found to be in compliance, both <br />ponds were dry stable and vegetated. All culverts were clear and capable of functioning as <br />designed. Two sections of the lower section of the East Collection Channel below each set of <br />triple culverts have been reworked and large riprap installed. Additional gravel (0.5 to 4") should <br />be added to the large rock riprap to complete the maintenance on these ditches. <br />Excess Spoil and Development Waste : A meeting with the engineering firm hired to design the <br />final configuration of the spoils pile was held and the desins are in the final stages. Anew <br />revision to eliminate the permanent pile and reconfigure the routing of runoff and capacity of the <br />ponds is in the final stages. Work on these changes should commence this fall. <br />Construction of the golf course adjacent to the permit area has resumed and a revision to revise <br />the permit boundary to exclude all portions of the golf course form the mine permit has been <br />aproved by the Division. <br />
