III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments Include discussion.of observations.made <br />during the inspection: Comments also describe any enforcement actions taken during the inspection <br />and the facts or evidence supporting the erforcement action. . <br />This was a complete inspection conducted by Joe Dudash of the Colorado DMG. No one represented the <br />operator during the field inspection. <br />Facilities <br />Cmce again, a safety training course has been set up by Oxbow Mining just east of the office building, on the <br />reseeded level facilities azea. The course mazkers will need to be removed so that the revegetated area won't be <br />affected. Oxbow is the landowner of that particular azea. There were no problems at the office building. <br />The berm that protects the facilities azea from a 100 yeaz flood of the river was functional. <br />Roads <br />The paved road was in very good shape. The road was passable, as was the bridge. There was a cable across the <br />road at the top of the hill The entrance gate on the other side of the bridge was latched but not locked. <br />Hydrology <br />The water level in the sediment pond was one foot below the primary discharge tube invert. The gate on the <br />primary dischazge tube was closed. The primary and emergency dischazge structures were functional The pond <br />inslopes were well vegetated. <br />There was a discharge of about 20 to 30 gpm from the Edwazds Mine portal spring water treatment pond. The <br />dischazge had the usual orange color, which has been shown to be in compliance with water quality standards. <br />There were no signs of the west spring, although the east spring was flowing at a rate of 20 to 30 gpm into the <br />Edwards Mine portal'spring water treatment pond. <br />The collection and diversion ditches all had sufficient capacity. Although there is a vegetative growth at both the <br />inlet and outlet ends, the road culvert at the mine site entrance was cleaz and functional. There were no problems <br />with the upgradient and down gradient alluvial wells. <br />Slides <br />There were no obvious changes to the hill side slide just to the west of the Beaz No. 3 Mine disturbed area. <br />Mine Fire ' <br />The Division is still reviewing the data concerning whether or not the mine fire is from the pre-law Edwazds <br />Mine and can be transferred to the inactive mines program. There were no signs of venting gases or steam, nor <br />any odor of smoldering coal, at the site. <br />Records <br />All of the records were found to be in compliance, as referenced in the attached records checklist <br />c:/word/beaz3/insp0404 <br />
