III. COMMENTS -COMPLIANCE
Below are comments on the inspection. The comments include discussion of observations made during
the inspection. Comments also describe any enforcement actions taken during the inspection and the
facts or evidence supporting the enforcement action.
This was a partial inspection of the Carbon Junction Mine for the month of December, 2000
Signs and Markers: The Mine ID sign is still out of date and requires the correct address ,phone number
and point of contact listed.
Hydrologic Balance: All ditches, culverts and ponds were inspected. The main Carbon Junction
diversion ditch at the head of the fill area (low water crossing) has filled in with sediment and is no longer
capable of handling the required design flow. This ditch will need immediate attention and must be
maintained in compliance for the duration of the life of the mine. This is continued from the last
inspection. Both ponds were dry and stable. The ponds are well vegetated and capable of functioning
as designed. All culverts were clear and capable of functioning as designed.
General Mine Compliance: The site has had no visible work done to correct problems noted last
month. Erosion from water over topping the above mentioned ditch will also need correcting. The mine
was given until the next complete inspection to correct the deficiency, which could occur as early as
January 2, 2001.
