Commends also describe ar-y enforcement actlons talron duirg the Inspedlon and tl~e <br />fads or evidence suppordng the enioroert~xd action. <br />The Edna Mine was inspected by Jim Burnell of DMG on 8, 9, and 10 <br />September 1997. Dusty Long of P6M Coal accompanied the inspection some <br />of the time. Weather was generally clear and warm, with threatening <br />storms in the late afternoon. <br />Availability of Records <br />All records were reviewed and found in compliance (see accompanying <br />sheet.) <br />signs ~ markers <br />The sign at entrance is complete and has been updated according to Rule <br />9.30.2 (3). Signs are in place on topsoil windrows at North and South <br />collection ditches; permit boundary signs are in place. <br />&4d~3 <br />All roads are generally well maintained, dry, with drainage ditches <br />in good repair. in low spots there are standing puddles and some mud, <br />indicating recent rains. <br />West Rdge road is in good condition; drainage ditches are stable and <br />not down-cutting. <br />Goat Trail has been repaired and dressed. With the exception of a few <br />recent rills, the road is in good repair and driveable. Road ditches <br />are also in good repair. Ditches have been cleaned of accumulated <br />sediment. The lone exception is <br />The operator has moved sediment from Tipple Pond #1 to fill in low spot <br />on the reclaimed portion of the access road above Moffat Area to <br />improve the drainage. The sediment contained no coal fines. <br />rol Oqi Br~l g71~2 <br />Sast aide of haul road at West Ridge (West Ridge Drainage <br />Reconstruction): the check dams were walked to inspect the maintenance <br />on the spillways. In generaly, the spillways have been repaired with <br />riprap of mixed size. Repair job is good. The lower structures (21, <br />21, 19) contained muddy water with no discharge. Structure 18 <br />contained muddy water with a trickle of discharge. Structure 17 <br />contained muddy water and was discharging at 1 gpm. Structure 16 <br />contained muddy water and was discharging at 1-2 gpm. Structures 15 <br />and 19 contained cloudy water with a trickle of discharge. Structures <br />13 and 13 were full of muddy water with no discharge. Structures 11, <br />10, and 9 contained just puddles with no discharge. The remainder of <br />the structures held no water. The culverts were clean and clear. <br />West Ridge: Along the top of the West Ridge reclamation the contour <br />furrows have functioned effectively - many contain standing water or <br />recent mud. The water bars are wet with some standing water from <br />recent storms. <br />
