III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the inspection <br />and the facts or evidence supporting the enforcement action. <br />On the twenty third of July, 1997, William J. Carter from the Division of Minerals and Geology, <br />accompanied by Tom Anderson representing Oxbow Carbon and Minerals, performed a partial <br />inspection at the Sanborn Creek Mine. <br />Siens and Markers: <br />All signs observed during this inspection appeazed to be in good condition and containing the proper <br />information. <br />Roads: <br />• The Delta County road up Hubbazd Creek continues to deteriorate and could inhibit inspection <br />in the future unless corrected. <br />• Roads that are the responsibility of the mine were in good condition at the time of this <br />inspection. <br />Reve~etation• <br />Both the Bear Creek facility, and the Lower Hubbard Creek facility aze showing more germination of <br />planted seed. Invasion of more native plants from the undisturbed areas is also apparent at both <br />facilities. <br />Slides and Damaee: <br />No slides or other erosion damage was noted at the reclaimed sites. <br />Others: <br />Work has been completed on the fence removal at the Lower Hubbard site. <br />
