III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made during <br />the inspection. Comments also describe any enforcement actions taken during the inspection and the <br />facts or evidence supporting the enforcement action. <br />This was an aerial inspection of the Carbon Junction Mine for the month of March, 2001. Weather <br />conditions were clear. <br />Roads: All roads were in good condition with the exception of the access road to the back of the East <br />Pit area. The 100 year diversion ditch was repaired but it appears the access road is no longer passable. <br />Both ponds had water in them but were not discharging. Culverts appear to be functioning as designed. <br />~drologic Balance: Both ponds were dry and appeared to be stable. It does not appear that any work <br />on the drainage ditch between the North and South pits had been accomplished. <br />General Mine Compliance: The mine is supposedly being transferred to the Four Comers Gravel Pit <br />for reclamation and permitting work. If this deal is finalized, then reclamation work will commence this <br />year. <br />Excess Spoil and Development Waste :The pile has several seeps that are discharging enough to <br />erode the silty sand that comprises a lot of the fill. This will need careful examination and perhaps some <br />engineering to the pile to alleviate any possible stability problems. <br />
