<br />Ili. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the <br />inspection and the facts or evidence supporting the enforcement action. <br />A partial inspection at the reclaimed Blue Ribbon Mine was <br />conducted by Christine Johnston of the Division. No representative <br />of hiinrec, Inc. was present for the inspection. The weather during <br />the inspection was cloudy and cool. <br />ROADS <br />1'he access road to the site was inaccessible by car. With the snow <br />melt and recent rains, the road was too muddy to drive safely over <br />the slide. <br />HYDROLOGIC BALANCE <br />Ponds 3 and 4 were dry and pond 5 held water, but was well below <br />the primary discharge elevation. There is a wet, seeping area at <br />the location of the lower drain pipe on the mine bench. The upper <br />two drain pipes were dry. The north and south drain pipes were <br />flowing at less than 0.5 gpm. The middle drain pipe was dry. <br />FISH AND WILDLIFE <br />There was recent evidence of elk and deer on the mine site. During <br />the inspection I saw 2 golden mantle ground squirrels, a marmot and <br />2 Canadian geese. <br />EXCESS SPOIL AND DEVELOPMENT WASTE <br />The areas of the bench repaired last fall continue to appear <br />stable. Some of the netting placed on the larger repair has been <br />blown off. The netting should be replaced in its original <br />location. <br />o~~txs.~aa <br />
