(Page 2) <br />MINE ID # OR INSPECTION DATE: 8/30/06 INSPECTOR'S CMR <br />PROSPECTING ID #: INITIALS: <br />OBSERVATIONS <br />This inspection was in response to a new mine permit application submitted by the Kit Carson County. The <br />permit application is to establish a 9.9-acre sand and gravel surface mine approximately 12 miles north of the <br />town of Vona. This pre-operational inspection was conducted pursuant to Section 3.2.7 of the Mineral Rules <br />and Regulations. Chris Rowe of the Division of Mining, Reclamation and Safety (Division) carried out the <br />inspection. Walt Isenbart was present from Kit Carson County. <br />The mine is located on the southeast corner of County Road 23 and JJ. The mine site is accessed from C.R. <br />23 down an approximately 200 foot long ranch road. The site has been previously mined. <br />The proposed mine site was not staked out, but according to Mr. Isenbart the proposed mine would <br />approximately bisect the un-permitted mining area along the north-south running access road. The total <br />disturbed area is approximately 4 acres. The disturbance includes both older and more recent mining activities. <br />The most recent activities are in the half of the pit that the County proposes to permit. The highwall around <br />most of the area to be included in the permit is about 15 to 20 feet high. <br />There is a stockpile along the length of the south pit. The stockpiles may be topsoil or overburden. Depending <br />on the amount of topsoil stockpiled during the un-permitted mining operations, there may be a lack of topsoil for <br />required revegetated of the site. <br />An approximate 1200 square foot stormwater pond is located in the western end of the pit. <br />There is an abandoned building approximately 50 feet west of the pit area and possibly in the permit area. <br />According to Mr. Isenbart, the County is developing an agreement on the disposition of the structure with the <br />building owner. <br />There did not appear to be any boundary staking at this site. The ranch fence on the north and south side <br />currently mark two sides of the mine permit boundary.
