Inspector told oparatar they might expect an inspection [he following weak. <br />Observed pipeline rip-rap covering in progress in lower Wirtdy Gulch (below 9380 level), nearly completed topsoil covering <br />of 9360 bench, nearly completed pipeline and rip-rap covering construction in upper W indy Gulch (below 9700 level), and <br />nearly completed topsoil covedng in lower tailings pond. <br />9360 bench covering drains generally toward the gulch and northward, which is obverse to direction of Windy Gulch flow. <br />The bench area appears to have a depression on the upper end of the drainage area which, if present, would pond water <br />causing recharge of surface water through pan of the reclaimed tailings. All areas are topsoiled except area beneath the <br />stored rip-rap on upstream edge of bench. Otherwise, topseiling appears adequate. <br />Rip-rap covering over pipeline in lower Windy Gulch looks adequate, <br />Parts of geomembrane above pipeline in upper W indy Gulch (9700 level) were still exposed at time of inspection; <br />construction crew indicated this would probably be covered wRh rip-rap before and of week. Private access road to this <br />area is posted, but otherwise open. Two single lane roads occur on the eastern side of the reclaimed dump, and would be <br />aCCe551b1e t0 traltlC by Crossing reclaimed gulch. Whether such traffic would be precluded by items of remaining <br />reclamation, and whether such traffic might damage the geomembrane are open to question. <br />The lower tailings pond was apparenity completely topsoiled. An 8-12 foal deep depression behind the dam will cause <br />surface water to impound in the tailings, discharging through the permanent discharge ditch only after heaviest <br />precipitation or snowmelt.
