ATTACHMENT 1 <br />PHASE 1 BOND RELEASE APPLICATION SL-02 <br />NARRATIVE EVALUATION <br />ROADSIDE NORTH AND SOUTH PORTALS MINE <br />SNOWCAP COAL COMPANY, INC. <br />C-1981-041 <br />Bond Release Inspection Overview and Participants <br />A Phase 1 bond release inspection covering portions of the Snowcap Coal Company, Inc. <br />(SCC) Roadside North and South Portals Mine permit area was conducted on May 20 and <br />May 21, 2003. Weather was clear and mild both days, and ground conditions were dry. <br />The inspection was conducted by Dan Mathews of DMG, and began as scheduled at 9:00 <br />a.m., on May 20. <br />During the inspection, participants walked through the various locations subject to the bond <br />release request, to allow for visual assessment of apparent compliance with pertinent <br />requirements, including facilities removal, drainage control, backfilling and grading, and site <br />stability. Quantitative measurements and samples were not taken during the inspection due <br />to time constraints, however appropriate measurements including slope checks, refuse <br />cover depth checks, ditch measurements, and water sampling had been conducted <br />previously by the Division. Relevant documentation is included in previous inspection <br />reports and referenced in this report as appropriate. In addition, extensive hydrologic <br />monitoring conducted by the operator, along with quarterly Professional Engineer (P. E.) <br />refuse construction certification reports and permanent diversion P.E. certification reports <br />were included or referenced in the bond release application, and reviewed by the Division <br />during the technical evaluation of the bond release application. <br />Participants present at the beginning of the inspection were permit area landowner Rudy <br />Fontanari, and his banker Carey Horton, of the Bank of Grand Junction; BLM representative <br />Bruce Fowler of the Grand Junction Resource Area Office; OSM representative Randall Pair; <br />and permit area landowner Thelma Hayes. Operator representatives Tonya Hammond of <br />J.E. Stover & Associates (consultant to SCC) and Keith Davis of American Electric Power <br />(BCC's parent company) were present throughout the inspection, as was Ms, Hayes and <br />Mr. Pair. Jim Stover of J.E. Stover & Associates was present during portions of the <br />inspection. Mr. Fontanari and Mr, Horton were present only during the first part of the <br />inspection during which the reclaimed portions of the Roadside Refuse Disposal Area and <br />adjacent areas were viewed. Mr. Fowler was present for the entire first day of the <br />inspection, during which various reclaimed facilities south and east of I-70 were viewed <br />
