^I. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made during the inspection. Comments also describe any <br />enforcement actions taken during the inspection and the facts or evidence supporting the rnforcement action. <br />Items of concern from previous inspections: None. <br />Byron G. Walker prepared this aerial inspection report from twelve aerial photographs (28-03- <br />08-18-31(31) through 42(42) on file at the Division). The photographs were taken by, and an <br />oral debriefing was obtained from, Mr. Harry Ranney, Environmental Protection Specialist of <br />the Division. Mr. Ranney stated that he saw no problems at the site. Copies of the photographs <br />have been transmitted electronically to the operator, and a copy of this report sent to the <br />operator by mail. <br />Roads Roads are in compliance with the permit. Portions of roads are shown on each <br />photograph with the exception of Photograph 39, The entire road network is shown on <br />Photograph 42. <br />Hydrologic Balance The site appears to be dry. There is no surface runoff water noted (see <br />Photographs 35, 36, 37, 38 and 40). <br />Backfilling and Grading Placement of flyash with cover by spoil (backfill) is best seen on <br />Photographs 32 and 31. Note the placement of (6 foot) spoil over the upper flyash bench. The <br />source of spoil cover is best shown on Photograph 34. <br />Support Facilities Support facilities are in compliance with the permit. Support facilities best <br />appear in Photographs 37, 40, 41 and 42. <br />TOpS011 Operations with regard to topsoil (topsand) appear to be in compliance with the <br />permit. Note the placement of topsoil over the spoil cover at the south end of the B Pit <br />(Photograph 31). The source of the topsand is at the southern end of the "A" and "B" topsand <br />piles (see the upper left corner of Photograph 34). <br />General Mine Plan Compliance Operations are in compliance. Photograph 42 is an overall <br />view of the site. <br />Other Photograph 39 is a picture of compost operations adjacent (south) to the permit area. <br />C-81-028, Page _3_ of _4_ Pages, initials: _BGW_, date: 25 August 2003 <br />
