Present during the inspection was Mr. Tony Sefcovic, the operators
representative. The site is a large 112 operation located approx. 10 miles east of Pueblo
along the south side of Highway S0. In 1996, because of a Board order for mining outside of
the permit boundary, the operator amended the permit to increase the acreage from 67 to 364.
The site was not active at the time of the inspection. Mining consists of dewatring the pit.
According to Mr. Sefcovic, the site has obtained an NPDES permit to discharge from the pit.
Large stockpiled processed material was noted on site at the time of the inspection. The area
had received an unusual amount of ppt. The past few months where localized flooding had taken
place .The pond that was in place as part of the reclamation, was flooded and wiped out by the
river which is located adjacent to the main pit area. The entire permit area was walked,
driven and inspected. Permit boundary markers and signs were properly posted. The financial
warranty was calculated in 1996 and was found to be adequate. However, part of the permit
amendment approval required the operator to provide proof for evaporative loss or submit a
warranty in excesses of 4 million to back fill the pits. If you have provided the proof, we
could not locate it, please provide the proof that you indeed have the water rights for the
proposed and approved post mining land use in the area.
I ~ E Contact Address
NAME Eric Reckentine
OPERATOR Western mobile Southern INC
STREET 1590 W 12TH AVE
cc: James Stevens
~ CE
~ BL
~ FS
